In line with the policy outlined by Minister Alfano on 8 August 2016, Italian Police Chief Franco Gabrielli launched the “decompression strategy”, literally ‘taking people and transfer them to another place’. In particular, those who are not asylum seekers in the province are transferred by bus to hotspots in southern Italy, in most cases in the hotspot of Taranto. After identification, they are released. It is not surprising that many of them are now heading back to the border to try to complete their planned migration.
